Originally, the Act was designed to protect against savings and loans officials mis-using thrift funds. It established the Resolution Trust Corporation to close hundreds of insolvent thrifts and transferred regulatory authority to the Office of Thrift Supervision; thereby changing the savings and loan industry and its federal regulation.
